Chapo Leaves Message with Decapitated Bodies Issues Threat against NL Mayor

Chapo Guzman leader of the Sinaloa cartel is demanding respect.  He wants the Presidente    (Mayor) of Nuevo Laredo to acknowledge his presence in NL and stop insisting he is not in the city.
Reaffirming his responsibility for the other massacres he acknowledged the first seven, subsequently the 14 Zetas, and the explosion of a car bomb on the in front of the Public Security Building.  The car bomb was directly after Nuevo Laredo and Tamaulipas state officials in a press conference denied that Chapo and his cartel were present in Nuevo Laredo.
The message was a warning against Mayor Benjamin Galvan and other municipal and state leaders and public safety officials, the message was left in the van found near the International Bridge. 
At dawn Friday nine bodies were found hanging off the pedestrian bridge. A narco message was left with the bodies that read:
“Fucking (Golfas) whores, this is how I’m going to finish off every fucker you send to heat up the plaza. You have to fuck up sometime and that’s when I’m gonna put you in your place. That’s when we are going to fuck up “El Gringo” that keeps setting off car bombs, Juanito Carrizales that keeps crying like a bitch because I killed that fucker “El Tubi”, “El Metro 4″ who asked Comandante Lazcano for mercy when he was kicking the shit out of him, “El R1″ in Reynosa, now youre pitching a fit, that’s ok, I left you your guys, the others got away, but I’ll get them. Sooner or later. See you around fuckers.”*
Though not signed, from the content of the message it was evident it was from the Zetas Cartel.
Hours later foam ice chests were discovered in front of city hall.  Inside the coolers were 14 decapitated heads.  Then the discovery was made inside the van after an anonymous call was made to officials.  Unofficial sources have been reporting that narco message cartulinas (cards) at both scenes. 
Rumors have been rampant surmising the decapitated heads and bodies in the van was the work of Chapo Guzman and the Sinaloa cartel.
As it turns out both were true, it was Chapo and he left messages for authorities.
 Officals would not release the entire text of the messages, but what is known is he asks what it will take for them to acknowledge their presence?  In the message he warns/asks:
 “You want credibility that I am in NL?  What will it take, bringing the heads of Zeta leaders?  Or yours?” 
The cartel leader goes on to threaten the mayor murders would begin if they continue to deny his presence.  Presumably meaning murders of officials.
Chapo, also threatened the public safety director, Alfonso Olvera and the investigating prosecutor, Victor Almanza, who along with the mayor, recently declared at a press conference that Sinaloa Cartel does not operate in the state or Nuevo Laredo.
The warning against the mayor and municipal public safety officials and state, was sent on a narcomensaje in which it appears the mayor, Benjamin Galvan characterized as the character Willy Wonka in the film Charlie and the Chocolate Factory.
He goes on to reaffirm responsibility for the massacres, the first of 7 and then 14 Zetas and the explosion of a car bomb on the premises of Public Security
On March 26 when they appeared in the border city seven human heads under a narco manta declaring responsibility being El Chapo.
Then on April 17, 14 dismembered bodies in an abandoned van behind the City Hall, where  plastic tarps were left over corpses, attributing the killing also the leader of the Sinaloa Cartel.
On April 24, the Tamaulipas attorney, Victor Almanza concluded that there is no evidence that the killings were by the criminal group of Joaquin “El Chapo” Guzman, and stressed that the display of the 14 bodies only intended to generate terror, and panic.
Meanwhile, Mayor Benjamin Galvan and together with the Public Safety Director, Alfonso Olvera Ledezma, read a statement which said together that the Sinaloa cartel does not operate in Nuevo Laredo.
The next day, April 25, in response to the above, a car bomb exploded outside the premises of the Ministry of Public Security in Nuevo Laredo.
